The European Union has formally designated Iran’s Islamic Revolutionary Guard Corps, known as the IRGC, as a terrorist organisation, citing its role in what officials describe as the most violent crackdown on protesters in Iran’s modern history.

The move follows weeks of unrest in Iran during December and January, during which human rights groups say thousands of protesters were killed by security forces, including the IRGC.

“Repression cannot go unanswered,” said Kaja Kallas, announcing the decision in Brussels. She said the designation places the IRGC in the same category as groups such as al Qaeda and the Islamic State.

Iran’s Foreign Minister Abbas Araghchi condemned the decision, calling it a “stunt” and a “major strategic mistake”.

Sanctions and legal consequences

Alongside the terror designation, the EU imposed new sanctions on six Iranian entities and 15 individuals. Those listed include Interior Minister Eskandar Momeni, Prosecutor General Mohammad Movahedi Azad, and judge Iman Afshari.

The EU said those sanctioned were involved in the violent repression of peaceful demonstrations and the arbitrary detention of activists and human rights defenders.

Entities placed on the EU terror list are subject to asset freezes and travel bans, and any financial or material support becomes a criminal offence.

The bloc has now sanctioned 247 individuals and 50 organisations over human rights violations in Iran. Separate measures are also in place against Iranian figures accused of supporting Russia’s war in Ukraine.

Shift in European position

The designation ends years of internal EU division on whether to blacklist the IRGC. France, which had previously opposed the move over concerns it could sever diplomatic ties with Tehran, reversed its position this week.

French Foreign Minister Jean Noël Barrot described the crackdown as “the most violent repression in Iran’s modern history” and said there could be no impunity for those responsible.

Italy led the push for the designation, with Belgium and other member states also backing the move.

Hannah Neumann, chair of the European Parliament’s delegation for relations with Iran, said the listing sent a long overdue political signal that large scale violence and transnational repression would no longer be ignored.

Iran reacts and warns of escalation

Iran’s foreign minister accused Europe of escalating tensions rather than preventing conflict.

“Several countries are attempting to avert all out war in our region,” Mr Araghchi wrote on social media. “Europe is instead busy fanning the flames.”

He said Iran’s armed forces were ready to respond “immediately and powerfully” to any aggression.

Context of US pressure

The EU announcement comes amid rising pressure from the United States. Earlier this week, Donald Trump said a “massive armada” was moving towards Iran and warned that time was running out for Tehran to negotiate a deal on its nuclear programme.

Speaking later, Mr Trump said he hoped to avoid military action and confirmed that talks with Iran were ongoing.

Russia has warned against any military escalation. Kremlin spokesman Dmitry Peskov said any forceful action could destabilise the region and lead to dangerous consequences.

Scale of repression disputed

Assessing the scale of Iran’s crackdown has been difficult due to an internet blackout imposed by authorities.

The US based Human Rights Activists News Agency says it has confirmed more than 6,300 deaths, including nearly 6,000 protesters. The Norway based group Iran Human Rights has suggested the final toll could exceed 25,000.

Iranian officials say more than 3,100 people were killed, claiming most were security personnel or bystanders attacked by what they describe as rioters.

What is the IRGC

The Islamic Revolutionary Guard Corps was established after the 1979 Islamic revolution to defend Iran’s political system. It is separate from the regular army and is loyal directly to Supreme Leader Ali Khamenei.

The force has an estimated 150,000 to 190,000 active personnel, with its own land, air, and naval units. It also oversees Iran’s strategic weapons and exerts influence abroad through allied armed groups.

Inside Iran, the IRGC controls the Basij Resistance Force, a paramilitary organisation with hundreds of thousands of members that has been widely used to suppress dissent.

The IRGC has already been designated a terrorist organisation by the United States, Canada, and Australia.

Pressure on the UK

The EU decision has renewed calls for the UK to follow suit. The IRGC is not currently proscribed in Britain, although it is subject to extensive sanctions.

UK Foreign Secretary Yvette Cooper has pledged to introduce legislation that would allow state bodies like the IRGC to be proscribed more easily.

Downing Street said it welcomed the EU’s action, adding it would further hold Iranian authorities to account for violence against peaceful protesters.

UK officials have previously expressed concern that formally proscribing the IRGC could lead to the expulsion of British diplomats from Tehran.
