The release of the image is likely to intensify scrutiny of Andrew Mountbatten-Windsor, who was stripped of his remaining military titles and royal honours following sustained pressure over his association with Jeffrey Epstein. Andrew has consistently denied any wrongdoing.

The undated photograph shows Andrew, now 65, appearing significantly younger. He is smiling with his eyes closed while seated in front of a large fireplace. The faces of the women in the image have been obscured by black squares.

Another image included in the document release appears to show Andrew at Royal Ascot alongside Epstein and Maxwell. Additional undated photographs show Maxwell standing alone outside the door of 10 Downing Street, though no context is provided regarding the purpose or timing of that image.

Two other photographs in the release feature Andrew’s former wife, Sarah Ferguson, in the company of women whose faces have also been redacted. Representatives for Ferguson declined to comment.

The Department of Justice has stressed that appearing in the photographs or documents does not constitute evidence of wrongdoing.

Questions surrounding Andrew’s relationship with Epstein have continued to cast a long shadow over the royal family. The King removed his younger brother’s remaining titles after weeks of public and political pressure, and Andrew is expected to vacate Royal Lodge, his residence in Windsor, in the near future.

Earlier this year, Andrew formally relinquished his title as Duke of York following renewed allegations and scrutiny of his private life. Emails disclosed at the start of the year suggested he had remained in contact with Epstein for longer than previously acknowledged.

In a memoir published posthumously in October, Virginia Giuffre, one of Epstein’s most prominent accusers, repeated allegations that she had sex with Andrew on three occasions when she was a teenager. Andrew has strongly and repeatedly denied the claims.

Andrew has also faced calls from Democrats in the US Congress to provide evidence to a committee investigating Epstein’s activities. He had not responded by the deadline set last month.

Separately, two photographs of Ferguson, taken when she was Duchess of York, appear in the document release. One shows her standing on a pavement beside an unidentified woman carrying a shopping bag. In the other, she is seated cross legged on a green sofa.

Ferguson has previously faced her own controversy linked to Epstein after a 2011 email emerged in which she referred to him as her “supreme friend.” Several charities subsequently dropped her as a patron or ambassador following the disclosure, which also appeared to include an apology for her public criticism of him.

The heavily redacted nature of the document release has drawn criticism from Democratic lawmakers, who argue it undermines transparency laws. The White House has rejected that criticism, with officials saying the Trump administration is the most transparent in history. The Department of Justice said it had erred on the side of redaction to protect victims.
