Trump Deploys Hardline Tom Homan to Minneapolis as Protests Boil 2026

US President Donald Trump has dispatched one of his most trusted and controversial officials Tom Homan to Minnesota as protests intensify over federal immigration raids and the fatal shooting of a second demonstrator in Minneapolis.

On Monday, Trump announced that Tom Homan, his border czar and chief enforcer on immigration, would arrive in the state and “report directly” to him. The move signalled an attempt by the White House to reassert control over a rapidly escalating political and security crisis.

White House press secretary Karoline Leavitt said Homan would oversee Immigration and Customs Enforcement operations on the ground, with a mandate to continue arresting what she described as “the worst of the worst criminal illegal aliens”.

The decision comes amid mounting public anger following the killing of Alex Pretti, a 37 year old intensive care nurse, who was shot dead by federal agents during a protest on Saturday. His death followed the earlier shooting of another protester, Renee Good, a 37 year old mother of three, earlier this month.

Minneapolis has now become the focal point of a national confrontation over Trump’s sweeping immigration crackdown, the tactics used by federal agents, and the limits of presidential power.

Protests, shootings and political whiplash

Trump’s initial response to Pretti’s killing was incendiary. In social media posts over the weekend, he alleged a coordinated cover up by Minnesota’s Democratic leadership and accused Governor Tim Walz and Minneapolis Mayor Jacob Frey of “inciting insurrection”.

By Monday, the tone had shifted sharply. Trump said he had held a “very good call” with Walz and claimed the two were “on a similar wavelength”, a reversal that underscored the volatility of the situation.

Pretti was carrying a legally owned firearm at the protest but witnesses and officials say he never drew it and had apparently been disarmed when he was shot at point blank range. Minnesota Attorney General Keith Ellison described the White House narrative as “flat out insane”.

Despite that, Trump reiterated his criticism in an interview with The Wall Street Journal, saying he did not like “any shooting” but objected to someone attending a protest while armed.

Demonstrations have spread beyond Minnesota to cities including New York, as anger grows over ICE’s increasingly aggressive tactics. In Congress, Democrats are now threatening to block federal funding unless immigration enforcement agencies are reined in or reformed.

A judge weighs the legality of the crackdown

On Monday, a federal judge heard arguments over a legal challenge brought by Minnesota and the cities of Minneapolis and St Paul, which are seeking to halt the federal immigration operation.

US District Judge Katherine Menendez questioned whether there were limits to executive power when enforcing immigration law and expressed scepticism about recent demands made by Attorney General Pam Bondi. Those demands included access to voter rolls, Medicaid records and food assistance data, as well as the repeal of sanctuary policies.

“Is there no limit to what the executive can do under the guise of enforcing immigration law?” Menendez asked, noting that many of the federal requests are already the subject of ongoing litigation.

State lawyers argued that conditions on the ground had become so dangerous that court intervention was urgently required. Justice Department lawyers countered that the administration was simply enforcing federal law and that one lawful action should not invalidate another.

The judge issued no immediate ruling but said the case was a priority.

Who is Tom Homan?

Homan, now in his mid 60s, has spent four decades in immigration enforcement. He began as a Border Patrol agent in 1984 and later rose through the ranks of ICE after its creation in 2003.

Under President Barack Obama, Homan led ICE’s Enforcement and Removal Operations division, overseeing deportations at a time when removals reached a historic high of more than 430,000 in a single year. In 2015, he received a Presidential Rank Award recognising his effectiveness.

Although he is closely associated with family separation policies during Trump’s first term, some insiders view Homan as more pragmatic than other hardliners in the current administration.

He had planned to retire in 2017 but was persuaded to stay on by then Homeland Security Secretary John Kelly. That decision made him one of the most influential figures in Trump’s immigration apparatus.

A black and white view of immigration

Homan has consistently framed illegal immigration in stark terms. He has defended targeting anyone in the country without legal status, not just those with criminal convictions.

“If you’re in the country illegally, you should be concerned,” he told the Associated Press in 2018. “That’s the way it’s supposed to be.”

He has acknowledged the human cost of deportation but insists due process is what matters. “People think I enjoy this. I don’t. I’m a father,” he said, while adding that enforcing the law was his responsibility.

Since being appointed border czar, Homan has promised the largest deportation effort in US history and has argued for reviving workplace immigration raids that were largely paused under the Biden administration.

Promises of restraint, accusations of excess

Publicly, Homan has said ICE will prioritise national security and public safety threats and carry out operations in a “humane manner”. He has rejected claims that the military would be used to round up migrants and dismissed talk of mass neighbourhood raids as “ridiculous”.

Yet reporting from across the country, including in Minnesota, shows ICE detaining US citizens, children, and people with legal immigration status, often with no criminal records. These cases have fuelled criticism that enforcement actions bear little resemblance to stated priorities.

Controversy and loyalty

The White House has also defended Homan against past allegations, including reports last year that he accepted $50,000 from undercover FBI agents posing as businesspeople. A bribery investigation was later dropped by Trump’s Justice Department.

Press secretary Karoline Leavitt described the episode as an attempt by the Biden administration to entrap one of Trump’s closest allies.

As Homan arrives in Minneapolis, he does so as both a symbol and an enforcer of Trump’s immigration agenda. His presence may reassure the White House, but for many in Minnesota and beyond, it is likely to further inflame an already volatile standoff over immigration, policing, and presidential power.
